The next day, you return to the general's boat. Aboard are Lodros Mhartis, Paralictor Chard, and a large number of noblemen and women. Vourne's stern demeanor a single wave of his hand tell you that the time for you to talk has passed. He turns to the crowd and asks one question, "Who should rule this city?"
Mhartis speaks of how you saved his family and fostered good relations in the nobility. Chard speaks highly of your ability to restore order in dire times. The crowd regales Vourne with outlandish stories of your heroism and bravery, not all of them true, but there is a clear consensus. Only the Guardians of Cheliax are fit to govern Westcrown.
Vourne stands with his back to you, taking a long look at the sun rising over the coast. "Then you should probably stop calling yourselves the Guardians of Cheliax. Because today, Westcrown is independent." With another movement of his arm, the soldiers start escorting people off the boat. Vourne gives the first smile you've seen him make, "And for how long that lasts, who is to say..."

"Just like that then?" Rianne says as she smiles, and turns towards the departing crowd as she raises her voice "Westcrown has been long overdue for some change!"

Encindal was, quite frankly, stunned at this development. Not only had the Guardians stopped Jithabha's and Eccardian's respective plots, but the whole of Westcrown was effectively given independence. He heart leaped with satisfaction at his accomplishments. However, something didn't quite feel right to him, he knew that Westcrown needed a leader, but what had he done during the journey to deserve that title.
"Uhm...fellows." Encindal called, trying to get the attention of the crowd. It was a bit too weak to hear, so Nora spoke up "Everybody, my master has an announcement to make to everyone about the bounteous gifts we expect from you!" The crowd now listening in, Encindal started speaking "Ahem, fellow citizens of Westcrown, I'm truly honored by the praise that you've given us today. I know that we all appreciate it." Encindal paused, not quite knowing how to get his point across. Eventually, he knew he needed to speak lest he lose his audience, so he continued "The fact is, we couldn't have done this without those who helped us along the way, the Hellknights, the Dotary, all others who helped with the fight. But looking towards the future, I've begun to notice that while Nora and I were integral to our success, I think my place in this great city is not serving you as a leader, but as a friend. Because of that, I have no intentions of accepting any leadership positions once all is said and done."
Nora was off in the corner, talking to a few grateful people about what she wanted out of them. "And I want a year's supply of demon flesh...wait WHAT?! We're not going to be leading the peon---people of this city? Come on, we can have whatever we want!"
Encindal simply nodded and said "No, I don't think that's my place." He turned back to the crowd "Thank you for your patience and kindness. Don't worry about Rianne, Salvatore and Bellus, they won't lead you wrong. If my comrades have nothing else to say, I see no reason to delay the reconstruction of this city."

"I have every confidence that Westcrown shall remain independent for... a long, long time."
More quietly, to Vourne and the Guardians: "Though I have a debt to a Trumpet Archon to pay for the next six months..."

"I think it is time for us to take our leave for now. Today will be a day of celebration! Administration and rebuilding will begin on the morrow," Rianne addresses the crowd. As they are departing, Rianne whispers to Salvatore, "What is this debt about?"

"I was a bit conflicted about making the bargain, given the price, and I was too busy preparing for the battle to remember to tell you. Sorry."
